Judge Miller clerked for the Honorable David T. Lewis, Chief Judge, United States Court of Appeals for the Tenth Circuit in Salt Lake City, Utah. She is a member of the Bars of California and Washington, D.C.

Judge Miller joined the Department of Justice's Honors Program as a trial attorney in the Foreign Litigation Unit and the Court of Claims Section of the Civil Division. Judge Miller went to the Bureau of Consumer Protection Division of the Federal Trade Commission as a team leader attorney and thereafter began private practice as a litigation associate with the local firm of Hogan & Hartson. Next, she became Special Counsel to the newly formed Pension Benefit Guaranty Corporation, after which Judge Miller defended three of the railroad estates involved in the Penn Central bankruptcy for the United States Railway Association, ultimately serving as Assistant General Counsel. Judge Miller then joined the local firm of Shack & Kimball, P.C., litigating international commercial matters.
