Judge Baskir formerly served as Principal Deputy General Counsel, Department of the Army (1994-1998). In this capacity, he was deputy chief legal advisor to the Secretary of the Army and other senior Army officials; acted for the General Counsel to determine, coordinate, and oversee Army position in litigation and policy matters; represented Army in matters involving other Federal entities.

Prior to this, he was in private practice and Editor-in-Chief, Military Law Reporter (1981-1994), Legislative Director to Senator Bill Bradley (D-N.J.) (1979-1981), Deputy Assistant Secretary (Legislation), Office of the Secretary, Department of the Treasury (1977-1979); Director, Vietnam Offender Study; Faculty Fellow, University of Notre Dame Law School (1975-1977), Director, Presidential (Ford) Clemency Board, White House (1974-1975); and Chief Counsel, Subcommittees on Constitutional Rights and Separation of Powers, Senate Judiciary Committee, Senator Sam J. Ervin, Chairman (1967-1974).
