Little known fact: most people think Reinhardt's 2 day/3 hour/42 minute rule is a reference to the court of appeals' jurisdiction over certain agency actions (as codified in 28 U.S.C. 2342), but in fact it is a hat tip to his strict "no-smoking" rule for all his clerks (see 18 U.S.C. 2342, making it unlawful to possess, sell, or distribute contraband cigarettes or smokeless tobacco).
