He's not hiring outside the "program." Judges are allowed to hire alumni applicants at any time, and that's apparently what Garza did here.

Do alot of judges tend to fill their positions early with alumni? Do some judges have a history of hiring one alumni/one student through the program (assuming they follow the program)?

The hiring plan only applies to 3Ls, so there is really no such thing as hiring an alumni applicant through the program, since the program doesn't apply to them. But yes, there are some judges who don't consider any applicants "early." On the 5th Circuit, Chief Judge Jones is the best example of this.
