Senior judges will continue to take clerks as long as they keep hearing cases. The exception is that older judges (think 75-90+) will switch to career clerks at some point. There is no indication that Barksdale won't hire as normal though.

From my experience, 21, Jones sticks extremely tightly to the letter of the plan and won't deviate by a minute. Don't expect any early contact.

The hiring plan only applies to 3Ls, so there is really no such thing as hiring an alumni applicant through the program, since the program doesn't apply to them. But yes, there are some judges who don't consider any applicants "early." On the 5th Circuit, Chief Judge Jones is the best example of this.

I would say that you have a better chance only if you're a Texas or Mississippi law grad.
Look at her hires and compare them to where her chambers are and where she went to school:
She's currently a professor at Mississippi College School of Law AND she went to school at UT. So, in essence, it seems as though she has a preference for students in these areas / schools.

I don't think Southwick is any less competitive then other 5th Circuit judges. I know his Texas clerks both had multiple COA interview offers.

Well, Judge Barksdale is definitely the first one I've come across that plainly states on the first page that he "is NOT adhereing to the hiring plan." Then, when you look at the clerkship info page, he allegedly "follows the hiring plan."
I'm going to go with 1) does not follow the plan, and 2) has likely already hired.
